On April 16, the XIV meeting of the Association of Youth Parliaments under the legislative bodies of the subjects of the Russian Federation in the Volga Federal District took place in Yoshkar-Ola. The meeting was attended by the Chairman of the Council of Legislators of the Volga Federal District, Speaker of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, Deputy Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, Oleg Mashkovtsev, representatives of the People's Council of the LPR, the Association of the Far East and Transbaikal, and chairpersons of youth parliaments from the regions of the district.

      Young parliamentarians discussed issues related to organizing leisure activities for youth in rural areas and small towns of the Volga Federal District, as well as staffing for youth policy. The best regional practices that have already proven their effectiveness were presented. Since 2023, at the initiative of the Council of Legislators of the Volga Federal District, gatherings of rural youth have been held in the Kirov and Nizhny Novgorod regions, as well as in the Chuvash Republic, gathering hundreds of participants from all regions of the Volga.

      "For the proverb 'where you were born, there you are useful' to work, infrastructure is needed. From places where it is uninteresting to live, youth strives to leave. Therefore, the issue of organizing leisure in rural areas is of great importance for solving the tasks of preserving the rural population. Each region has accumulated its own successful practices. In some places, youth initiative budgeting is being implemented – young people themselves help create new public spaces. In others, street clubs for sports and creative activities are being opened. The idea of creating mobile leisure centers for youth, which can be deployed in any remote settlement, generated great interest. It is important that these practical findings from the ground are reflected in the federal regulatory legal framework and receive the necessary support. To this end, the proposals of the Association will be sent to the Youth Chamber under the State Duma," emphasized the Chairman of the Council of Legislators of the Volga Federal District, Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin.

      The speaker also noted that the role of Youth Parliaments in the work on the development of rural areas needs to be constantly enhanced. Therefore, together with the Deputy Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, Oleg Mashkovtsev, a project for a federal initiative to strengthen the staffing of youth policy will be prepared.

      "Organizing leisure for youth in rural areas and small towns is not just a matter of entertainment, but a crucial component of social development and the prevention of negative phenomena. When young people have access to modern forms of leisure – clubs, sections, creative studios, public spaces – they have the opportunity to reveal their talents, acquire useful skills, and find like-minded individuals," noted the Deputy Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, Oleg Mashkovtsev.

      Speaking about personnel in the field of state youth policy, he emphasized that qualified specialists in this area contribute to the professional self-determination of young people, support their projects and talents, forming a personnel reserve for all sectors of the economy and involving youth in the social and economic life of society. Moreover, qualified personnel know how to work effectively with "difficult" teenagers, prevent the spread of destructive ideologies, and direct youth towards constructive activities. In modern conditions, high demands are placed on a specialized specialist and leader in the field of youth policy: they must be able to see the real interests of young people, build an open dialogue, and offer practical solutions.

      As a result of the discussion, the Association decided to consider legal mechanisms for attracting private investments in the creation and operation of youth spaces. A systematic online survey on the needs of youth in organizing leisure will also be launched. Its results will guide further program development.

      "We discussed tax incentives for businesses and public-private partnerships as tools for developing youth spaces. Only then will leisure in rural areas become accessible, and young people will want to stay in their small homeland. Our task is to replicate the best practices of the regions. I am confident that the solutions proposed today will help everyone build an effective leisure system for young people in their territories," noted the coordinator of the Association, Chairman of the Youth Parliament under the Legislative Assembly of the Nizhny Novgorod Region, Vladimir Moskalenko.
