      April 15, 2026 11:27 Society The speaker of the regional parliament, Evgeny Lyulin, announced the resolution of the issue of funding for guide dog food through an electronic certificate. He shared this on his MAX channel. According to the chairman of the Legislative Assembly in the Nizhny Novgorod region, the previous federal payment for the maintenance of such animals was less than 40,000 rubles per year, which was insufficient. Citizens had approached the regional parliament requesting a solution to the problem. At the speaker's request, the committee on social issues of the ZSNO conducted a detailed analysis of expenses. Specialists studied feeding norms, vaccination schedules, as well as prices for food, veterinary services, and related goods. "As a result, we obtained an average amount for food alone of 56,000 rubles based on 2025 prices," Lyulin said. He emphasized that the problem was of a nationwide nature, and at the regional level, the possibility of introducing additional support was considered. However, the situation changed after decisions were made at the federal level. In December 2025, an electronic certificate for guide dog food was introduced, and in March 2026, the Russian government established the annual payment amount at 83,900 rubles. "This is one of those cases where I want to sincerely thank our federal colleagues for their promptness and understanding of the needs of ordinary people," concluded Lyulin.
