      The Ministry of Forestry of the Nizhny Novgorod Region conducted annual exercises to organize interaction between dispatch services and operational headquarters in the event of a forest fire, involving all 35 forestry departments in the region and the Regional Dispatch Service. The event was attended by 82 specialists representing key links in the forest fire monitoring and emergency response system. "The dispatch services of the forestry departments must function as a single cohesive mechanism — this is precisely the goal we aim to achieve through special training. Dispatchers analyze the forest fire situation in real-time, are the first to detect threats, and coordinate the actions of all units, from ground teams to aviation. The accuracy and speed of their decisions directly affect the time taken to extinguish fires and the scale of potential damage. The skills practiced during the exercises will help us protect the forests more effectively in the upcoming fire hazard season," noted Roman Vorobyov, Minister of Forestry and Wildlife Protection of the Nizhny Novgorod Region.

      Starting in 2024, a digital radio communication system with an extended range will be in operation in the Nizhny Novgorod Region. It is designed for uninterrupted communication in areas remote from populated places and outside the coverage area of mobile networks, which is especially relevant for coordinating emergency services and responding to emergencies. The network includes 44 stationary radio stations with antenna-mast equipment, as well as 730 non-stationary radio stations, supported by high-tech relay equipment. The functionality of each device was checked during special exercises. "In the first phase of the exercises, dispatchers practiced actions based on a hypothetical scenario of a forest fire. They checked the timeliness of reporting and coordination of the forces and means involved in firefighting. Special attention was paid to the algorithm for operational resource scaling in accordance with the dynamics of the forest fire's development. In the second phase, interaction for information exchange between dispatchers of the forestry departments and the Regional Dispatch Service was practiced, and the organization of communication was tested. An analysis of the participants' actions was conducted following the exercises. We can speak of a successful implementation of the tasks set," added Roman Vorobyov.

      It is worth noting that monitoring the forest fire situation is carried out by dispatchers using a unified video surveillance system. This year, there are plans to expand the network of stationary control points from 121 to 205 units, which will significantly increase the coverage of observation areas and the speed of fire detection. In 2025, the video monitoring system demonstrated high efficiency. It recorded 76% of the total number of forest fires. Following the last fire hazard season, 28 forest fires were registered on forest fund lands, covering a total area of 34.8 hectares. This is a 31.7% decrease in the number of fires and a 22.4% decrease in area compared to 2024, indicating a positive trend in the application of early forest fire detection.
