      On April 10, 2026, at 17:13, Politics The administration of Nizhny Novgorod has updated the procedure for holding municipal employees accountable for corruption offenses. The resolution was published on the official website of the mayor's office. According to the approved rules, a municipal employee may be exempt from liability if the violation is recognized as a consequence of circumstances beyond their control. Such a decision is made in accordance with the provisions of federal legislation on combating corruption. In cases provided for by federal law on municipal service, the employee is subject to dismissal due to loss of trust. The basis for applying disciplinary measures may include a report on the results of the inspection, recommendations from the commission on compliance with service conduct requirements, materials from the department for the prevention of corruption offenses, written explanations from the employee themselves, as well as other documents. Before making a decision on dismissal, the official accused of a corruption violation will be given two working days to prepare a written explanation. Disciplinary action must be applied no later than six months from the date of receipt of information about the offense. Information about dismissal due to loss of trust will be included in a special register. A municipal employee has the right to appeal the imposed penalty in the manner provided by law. At the same time, liability does not arise if the failure to comply with anti-corruption requirements occurred for reasons beyond the employee's control.
