In Nizhny Novgorod, officials have been identified as having received bribes in the implementation of municipal contracts.

      Employees of the Main Directorate for Economic Security and Corruption Control of the Ministry of Internal Affairs of Russia, the Economic Security and Corruption Control Department of the Main Directorate of the Ministry of Internal Affairs of Russia for the Nizhny Novgorod Region, together with colleagues from the Federal Security Service of Russia for the Nizhny Novgorod Region, conducted a series of operational-search activities, as a result of which illegal actions by two directors of municipal budgetary institutions (MBUs) were identified. The institutions headed by the suspects were responsible for the operation of roads and highways, as well as the maintenance of roads in the Avtozavodsky, Leninsky, Soviet, Moscow, and Nizhny Novgorod districts of Nizhny Novgorod. Law enforcement officials established that a 55-year-old head of a budget institution, in preparation for the winter period, was supposed to conduct a competitive procedure for the procurement of anti-icing materials. According to the technical specifications, the supplied product was required to have specific characteristics, namely to meet state standards and possess a certain working temperature. During the competition, the head of the budget institution received a protocol of laboratory tests, according to which the working temperature of the product was several degrees lower than stated and did not meet the requirements of GOST. Despite the non-compliance with the competition conditions, in July 2025, a municipal contract was concluded with the legal entity for the supply of anti-icing reagent. During operational-search and verification activities, it was established that earlier, the 55-year-old suspect had committed at least two more corruption crimes. Employees of the prosecutor's office of the Avtozavodsky district of Nizhny Novgorod discovered that the head of the MBU, in January 2026, concluded a contract for allocating a place for the organization to store snow masses at a temporary storage site. In this case, the suspect, abusing his official position, sanctioned the collection of payment from the organization not in full. The MBU under his control suffered damage in the form of lost profits amounting to more than 2.4 million rubles. A criminal case has been initiated and is being investigated under part 1 of article 285 of the Criminal Code of the Russian Federation (abuse of official powers). Operational officers of the police and the FSB of the region established that from April 2023 to December 2024, the 55-year-old suspect received a bribe of 2,800,000 rubles from a 45-year-old director of a commercial organization for unobstructed payment for the supplied anti-icing reagents under annual municipal contracts. The transfer of illegal monetary rewards was carried out through an intermediary. The investigative department for the Avtozavodsky district of N. Novgorod of the Investigative Committee of Russia for the Nizhny Novgorod Region, based on the results of operational-search activities, initiated a criminal case under part 3 of article 286 of the Criminal Code of the Russian Federation (exceeding official powers) against the 55-year-old suspect. During further operational-search activities and investigative actions, it was established that the bribe-giver, without an intermediary, transferred a bribe in a particularly large amount to another head of the MBU. It was established that from April 2023 to February 2024, the 45-year-old director of the commercial organization transferred 3,500,000 rubles as a bribe for unobstructed payment for the supplied anti-icing reagents under annual municipal contracts to a 52-year-old head of the organization responsible for the operation of roads and highways, as well as the maintenance of roads in the Nizhny Novgorod district of Nizhny Novgorod. Investigative authorities have initiated two criminal cases against the 45-year-old bribe-giver for giving bribes in particularly large amounts, and the 45-year-old intermediary is being held accountable for mediating in bribery. The directors are subjects of criminal cases for receiving bribes in particularly large amounts, and one of them, who sanctioned the procurement of anti-icing materials that did not meet the competition requirements, is also being held accountable for exceeding official powers and abuse of power.
