The business ombudsman presented a report on the work done in 2025. The regional head thanked Solodky for his efforts in reducing administrative pressure and supporting entrepreneurs, noting that the burden on honest businesses in the region is decreasing. "The number of business inspections by regional and municipal control authorities has decreased by 10% in the Nizhny Novgorod Region. And this is in the context of the cancellation of the moratorium! Inspections are conducted selectively — where there is a high likelihood of damage and violations," Gleb Nikitin stated. At the same time, the number of identified violations has not increased, but, on the contrary, has decreased by almost 20%. The parties discussed the current state of the business environment. According to the governor, over the past three years, the number of small and medium-sized enterprises in the region has been growing. Last year, there was also an increase in the number of self-employed individuals and new individual entrepreneurs, which, as Nikitin noted, indicates a favorable business climate. The governor emphasized the need for further support for businesses in the face of new challenges: "We need to jointly defend the interests of entrepreneurs and help increase business activity in the region." Nikitin specifically noted the involvement of the commissioner in engaging cultural heritage sites in economic circulation. According to him, creating conditions for private investments in such sites and improving the regulatory framework in this area remains a promising direction. Pavel Solodky reported that in 2025, the office of the commissioner reviewed 289 appeals, of which 199 were received in the last year. As a result of the work, 220 appeals were processed, and in half of the cases, the rights of entrepreneurs were fully restored. Most complaints concerned criminal prosecution, tax issues, actions of supervisory authorities, and difficulties with the placement of non-stationary trading facilities. Additionally, entrepreneurs frequently appealed regarding the labeling of light industry goods. As Solodky noted, as a result of joint work with federal and regional structures, it was possible to ease the requirements: the deadlines for the ban on the sale of unlabeled leftovers have been postponed until the end of 2025, and the deadlines for their introduction into circulation have been extended until March 2026. Work continues in collaboration with the prosecutor's office to reduce administrative pressure. The share of preventive measures in the total number of inspections reached 90%, while 65% of applications for unscheduled inspections and 70% for scheduled inspections of businesses were rejected. Solodky added that the office's lawyers often manage to challenge fines or significantly reduce their amount, and new rules allow entrepreneurs to rectify violations voluntarily. "Provided that certain conditions are met, judicial practice is developing in favor of entrepreneurs, and a fine can be replaced with a warning. In 2025, we participated in dozens of processes on such cases, resulting in the restoration of violated rights of businessmen, with fines amounting to over 5.6 million rubles not being collected," the business ombudsman reported. Furthermore, through joint actions with the regional prosecutor's office, debts to entrepreneurs under state and municipal contracts amounting to over 64 million rubles have been eliminated. Solodky added that an annual meeting of the governor with the business community is a crucial tool for developing the business environment. Following the meeting in November 2025, the executive authorities and local self-government of the Nizhny Novgorod Region were given 48 protocol assignments in favor of businesses, of which 22 have been completed, and 26 are in the process of being executed. It is worth noting that in 2025, the Nizhny Novgorod Region ranked 2nd in the national rating of the investment climate among the subjects of the Russian Federation.
