This was reported at a meeting of the supervisory board of the ANO "Rights Protection Service" by the head of the organization, Ekaterina Kantinova. According to her, such cases are isolated and do not represent a systemic practice. "We do not have widespread tying up or isolation. We immediately receive signals — both from residents and from staff," she noted. Kantinova added that the situation is gradually improving, including thanks to the regular work of the service in institutions. Thus, in 2026, specialists found a tied-up child in one of the orphanages. "The staff of the 'Rights Protection Service' arrived and found him. It turned out that the child had fought with someone, and the staff did not know how to act," said the head of the ANO. The governor's advisor, author of the People's Front project "Region of Care," and chair of the supervisory board of the ANO "Rights Protection Service," Nyuta Federmesser, emphasized that the presence of a rights protection service is fundamentally important for the region. "People know that they can complain and that they should not be tied up. This problem has largely been resolved, but we cannot relax," she stated.
