Igor Pantyukhin spoke about how the labor market is changing in the Nizhny Novgorod region.
April 3, 2026 12:23 Economy NIA "Nizhny Novgorod" - Maria Orlova The Nizhny Novgorod region maintains one of the lowest levels of registered unemployment in the country. This was reported at a press conference by the Minister of Demography and Human Capital Development of the region, Igor Pantyukhin, as conveyed by a correspondent from NIA "Nizhny Novgorod". If the national average is around 0.1%, in the Nizhny Novgorod region it is almost 0.007%. In different months, about 200 people are officially registered as seeking work and unable to find employment within 10-20 days. Pantyukhin emphasized that the labor market is gradually reaching a balance. Previously, employers reported a need for 70,000 employees, but now this figure is 30-35,000. The minister explained that there is a certain "bounce" in the labor market: the manufacturing industry is well-supplied with candidates, wage levels have stabilized, and the peak values recorded in the last two years are no longer present. He also reported that a seven-year forecast of personnel needs has been developed in the region in collaboration with employers, the Ministry of Economy, and educational organizations. "By 2032, about 300,000 people will require a change in qualifications. New industries and new directions are emerging, for which specialists need to be prepared. The number of people remains the same," said Pantyukhin. The minister specifically addressed the issue of labor migration. According to him, the region is characterized by high intra-regional mobility. "We have very high intra-regional migration. This is a good indicator. People choose the opportunity to move within the region rather than relocating to other areas," he emphasized. He clarified that in 2024, the net migration of workers amounted to about 2,700 people. In 2025, the figures leveled out: the difference between arrivals and departures is approximately plus 300 people. Additionally, according to Pantyukhin, the region is also an attraction point for students from Moscow. The share of Nizhny Novgorod students considering the possibility of moving and settling in another region is gradually decreasing and currently stands at about 25-30%. "If the government, businesses, and the educational community integrate, we can ensure balance and prepare specialists for the real needs of the economy," concluded Pantyukhin. It was previously reported that the shortage of educators in Nizhny Novgorod kindergartens has decreased by 36.5%. NIA "Nizhny Novgorod" has a Telegram channel.
