      March 28, 2026 10:32 Society The Government of Russia has adjusted the rules for conscription and military registration, including updating the procedure for medical examinations of citizens. The resolution defines the deadlines for the preliminary collection of medical data, the rules for planning examinations, and the conditions under which a decision on fitness for military service can be made even without the personal appearance of the citizen. Now, military enlistment offices are required to request information about the health status of conscripts from medical organizations even before the start of the conscription campaign. At the same time, annual planning of medical examinations is being introduced. Such plans must be approved by December 1, and the collection of necessary data must be completed by December 15. The new rules establish the possibility for draft commissions to make decisions based on information from state information systems and medical documents. If the available information is sufficient, the category of fitness can be determined without the citizen's personal presence. However, the option to send them for additional examination remains. If the examination is not completed during the current conscription, it will be postponed to the next one, after which a final conclusion will be made. In addition, military enlistment offices have been given the authority to monitor the conduct of examinations and treatment, formalizing their involvement in the medical support of conscripts. The changes also provide for closer interagency data exchange involving medical organizations and digital platforms. Medical information must be transmitted through a unified accounting system so that draft commissions can use it in their decision-making. Thus, the very logic of medical examinations is changing: whereas previously the key stage was the in-person examination during conscription, the main focus is now shifting to the preliminary collection and analysis of medical information. It should be noted that in 2025, the Federation Council approved a law under which conscription for military service will take place throughout the entire calendar year—from January 1 to December 31.
