      The comprehensive draft law aimed at modernizing the postal industry and expanding the services available to citizens has been submitted to the Government of the Russian Federation by the Ministry of Digital Development. This was reported by the ministry's press service.

      The document provides for systemic changes in the operation of Russian Post.

      "Among the key decisions is the development of an electronic postal system, the ability to sell over-the-counter medications at post offices," said Dmitry Grigorenko, Deputy Prime Minister and Head of the Government Apparatus of the Russian Federation. "With the user's consent, the Post will be able to convert paper mail into electronic documents and send them to the personal account on the State Services portal. To enhance the reliability of the postal delivery market, licensing requirements are being changed."

      Thus, utility bills can be received through the State Services portal. Delivery and sale of medications will be organized at post offices. There are plans to ensure the security of mailboxes in homes.

      In addition, the draft law prohibits banks from charging citizens a commission for paying for services at postal offices. Marketplaces included in the register of digital platforms are required to open pickup points in post offices or deliver goods directly there. Advertising can be placed on payment documents for utilities — additional funds will go towards the development of the network.

      In terms of licensing, the amount of state duty is changing; it will be differentiated: for the federal level — 100 million rubles, regional — 10 million rubles, local — 1 million rubles. No state duty is charged by Russian Post itself.

      Earlier, it was reported that residents of Nizhny Novgorod would be able to return fines and state duties on the "State Services" portal.
