The updated strategy for the development of domestic tourism is proposed to be included in the People's Program of "United Russia."
On March 25, 2026, at 17:39, Politics At the third district reporting and program forum "There is a result!" in Nizhny Novgorod, initiatives were announced to launch educational radio broadcasts on long-distance trains, introduce simplified certification for volunteer guides, and support large-scale construction of new resorts. Participants of the round table "Patriotic Education: A Journey to the Roots!" expressed confidence that to truly love one's country, it is necessary to know its history not only from textbooks and television screens but by personally visiting significant places. Therefore, one of the proposals is to develop new accessible routes using any mode of transport and to enhance modern tourist infrastructure: comfortable parking areas, cafes, and hotels. Special attention was given to the appearance of cities. To make them more attractive to guests, it was proposed to tidy up historical streets, implement clear navigation, and regularly organize festivals, concerts, and fairs. Additionally, participants advocated for support of investment projects for the construction of hotels, water parks, ski resorts, and wellness centers. It is expected that by 2030, these new recreational areas will attract at least 40 million tourists. A separate block of proposals concerns natural areas. Experts suggest creating eco-museums, visitor centers, recreation areas, and interactive ecological trails in national parks and reserves. The stated goal is to annually host at least 20 million Russians in well-maintained areas while ensuring 100% preservation of local ecosystems. One of the creative solutions for engaging citizens in exploring Russia is the educational project "History Outside the Window." "Half of the country travels by long-distance trains. We propose to launch a radio broadcast: when the train passes significant places or cities of military and labor glory, passengers will be able to hear their history. Moreover, information stands should be installed at the stations. This is a great opportunity to learn more about your country right from the train window," explained the idea by Nikolai Smirnov, director of the Institute of Transport, Service, and Tourism at Nizhny Novgorod State Engineering and Economic University. The second initiative aims to develop volunteer excursions. "We propose to launch a project where volunteers will become guides in their cities. This will allow them to deeply study the history of their homeland and develop their public speaking skills. To launch this mechanism, it is necessary to implement a simplified certification process and issue volunteers a special certificate," explained Julia Bashirova, a teacher at the college under the KUI named after V.G. Timiryasov and general director of the "Assembly of Tourist Volunteers of the Republic of Tatarstan." Summarizing the work, the moderator of the platform, Deputy Chair of the State Duma Committee on Civil Society Development Olga Zanko noted that all the proposals developed will be analyzed for inclusion in the pre-election document of "United Russia." Let us remind you that the start of collecting proposals for the new People's Program of "United Russia" was announced by the party chairman Dmitry Medvedev on February 19 at the first district reporting and program forum of the party "There is a result!" in Yekaterinburg. The party will hold similar forums in all federal districts. At these forums, the Government will report on the implementation of the People's Program of "United Russia" across all areas. In addition, proposals will be formed for a new program document. The party's program will consist of two documents — this is a new approach in its work. The first is the election program itself, which will gather solutions to urgent problems facing the country, and the party's work plan for the term of the future parliament. The second block will contain the fundamental ideological and value guidelines of the party, describing the strategic image of Russia. "United Russia" has created an expert council for preparing the People's Program. It includes Heroes of the Russian Federation, participants of the SVO, representatives of higher education and science, the rocket and space and nuclear industries, industry and business, the real sector of the economy, public associations, and trade unions.
