      The State Traffic Inspectorate of Nizhny Novgorod reminded about the rules for safe management of individual mobility devices. According to the press service of the agency, electric scooters and electric bicycles—individual mobility devices (IMD)—are becoming increasingly popular in Nizhny Novgorod. Along with this, the number of road traffic accidents involving them is also increasing. According to the Traffic Rules of the Russian Federation, a person using an IMD is considered a driver, not a pedestrian. In accordance with paragraph 24.6 of the Traffic Rules of the Russian Federation, the speed of an IMD must not exceed 25 km/h. When moving on sidewalks, pedestrian paths, curbs, and within pedestrian zones, the IMD driver must consider the priority of pedestrians. In case of creating obstacles or threats to safety, it is necessary to reduce speed to that of pedestrians or dismount. According to paragraph 24.8 of the Traffic Rules of the Russian Federation, IMD drivers are prohibited from: driving on highways; operating an IMD without holding the handlebars with at least one hand (if there is a handlebar); carrying loads that extend more than 0.5 meters beyond the dimensions or interfere with control; carrying passengers if not provided for by the design; transporting children under 7 years old without specially equipped seats; turning left or making a U-turn on roads with tram traffic and on roads with multiple lanes in one direction (except in certain cases); crossing the roadway at pedestrian crossings without dismounting; towing (except for specially provided trailers as per paragraph 24.9 of the Traffic Rules); moving in the area of the sign 3.10 "Pedestrian movement prohibited." Before starting to move, it is necessary to ensure the braking system is functioning properly. During the trip, it is recommended to hold the handlebars with both hands, to reduce speed smoothly and in advance, and to avoid having more than one person on one IMD at the same time. It is prohibited to operate an IMD while intoxicated. At night and in insufficient visibility, it is necessary to use headlights or lamps. Violating the Traffic Rules by a person using an IMD is classified under part 2 of article 12.29 of the Administrative Offenses Code of the Russian Federation "Violation of traffic rules by a pedestrian or another person participating in the road traffic process"—(Fine of 800 rubles), if such a violation is committed while intoxicated, it will be classified under part 3 of article 12.29 of the Administrative Offenses Code "Violation of traffic rules by a pedestrian or another person participating in the road traffic process while intoxicated"—(fine from 1000 to 1500 rubles), if it caused obstacles in the movement of vehicles—under part 1 of article 12.30 of the Administrative Offenses Code "Violation of traffic rules by a pedestrian or another participant in road traffic that caused obstacles in the movement of vehicles"—(fine of 1000 rubles), if it caused, through negligence, minor or moderate harm to the health of the victim—under part 2 of article 12.30 of the Administrative Offenses Code—(fine from 1000 to 1500 rubles).

      According to the State Traffic Inspectorate, since the beginning of 2026, 5 road traffic accidents involving IMD drivers have been registered in Nizhny Novgorod, resulting in 5 people being injured.
