At the meeting of the committee on urban economy, ecology, and rational use of natural resources chaired by Oleg Bogdanov, the key topics were the condition of the Sovets River and civil defense protective structures. A total of eight issues were considered. Two months ago, Deputy Yuri Shakhunts drew the attention of colleagues and the city administration to the possible pollution of the Sovets River by sewage discharges. Therefore, at the next meeting, the head of the ecology and forestry department of the city administration, Yulia Kuzmicheva, informed the parliamentarians about the results of the February water samples. According to twelve main indicators, the study did not reveal pollution from sewage discharges: the concentration of pollutants did not exceed the established norms. At the same time, the river is experiencing siltation, shallowing, and overgrowth of its bed. However, the administration of Dzerzhinsk does not have the authority to carry out work to clean the water body. The authorized body – the Ministry of Ecology of the Nizhny Novgorod Region – will consider the proposal for cleaning the Sovets River only after 2029, as the list of projects for the coming years has already been formed. As a result of the discussion, committee members decided to hold an on-site meeting on the banks of the river with representatives of the Ministry of Ecology and Natural Resources, Rospotrebnadzor, and the city administration for a visual assessment of the situation and additional sampling of surface waters and bottom sediments. The issue of the condition of civil defense protective structures in Dzerzhinsk was raised again. At the February meeting, deputies requested a roadmap for the repair of shelters from the administration. According to the presented document, a major overhaul and equipping of six facilities are planned for 2026. The development of a technical passport, comprehensive inspection, and preparation of cost estimates are planned for 16 facilities. There are a total of 136 shelters in Dzerzhinsk. According to the director of the Municipal Budgetary Institution "Civil Defense," Evgeny Malkov, their passporting has already been completed. The process of changing the status from "shelter" to "refuge" is currently underway. According to preliminary data, to carry out the necessary repair and construction work, purchase equipment, and address the comments of supervisory authorities, between 300 and 667 million rubles will be required (depending on the assigned status of the facilities). Acknowledging the information, the deputies decided to invite representatives of the Main Directorate of the Ministry of Emergency Situations of Russia for the Nizhny Novgorod Region to the next meeting for further elaboration of the issue.
