This issue was discussed on March 12 at the second district reporting and program forum "There is a result!" in Rostov-on-Don.

      As noted by the coordinator of the party project "Urban Environment," Deputy Chairman of the State Duma Committee on Regional Policy and Local Self-Government Roman Lyubarsky, the competition, implemented as part of the "Formation of a Comfortable Urban Environment" project, has shown high efficiency.

      According to him, since 2018, 1,609 winning projects have been selected, including parks, embankments, squares, and pedestrian zones. "They covered 924 municipal entities in 85 subjects. As of December 31, 2025, 1,153 facilities have been completed. Behind these numbers are real parks, embankments, and squares created for people," he emphasized, adding that the competition contributes to the growth of municipal teams' competencies and the involvement of residents.

      Lyubarsky reported that during the preparation of the new People's Program of the party, opportunities for scaling the project are being discussed. In particular, options for expanding the categories of participants and increasing the number of winners are being considered so that more small towns have a chance for improvement.

      The collection of proposals for the new People's Program of "United Russia" started on February 19 at the initiative of the party chairman Dmitry Medvedev at the first forum "There is a result!" in Yekaterinburg.

      Similar events are planned to be held in all federal districts. At these events, the government will present a report on the implementation of the current program, and proposals for the new program document will also be formed.

      It is expected that the program will consist of two parts: a pre-election part, with specific solutions and a work plan, and an ideological part, defining the strategic guidelines for the country's development.

      An expert council has already been created to prepare the document, which includes Heroes of Russia, participants of the Special Military Operation, representatives of science, education, industry, business, and public organizations. The framework version of the program for decades is planned to be presented by the party in June, and the final people's program for five years in August, by the second stage of the congress.
