The Minister of Urban Development and Agglomeration Development of the Nizhny Novgorod Region, Daria Shunaeva, delivered a report at the parliamentary hearings of the Federation Council of the Federal Assembly of the Russian Federation. The event, chaired by the First Deputy Chairman of the Federation Council, Secretary of the General Council of the United Russia party, Vladimir Yakushev, was dedicated to the topic of the institute of comprehensive territorial development, the results of five years of applying this mechanism, and its prospects.
Currently, the Comprehensive Territorial Development (CTD) is the basic tool for housing construction in the region. There are 70 CTD projects in development, of which 51 have been approved by the regional headquarters for urban planning policy implementation in the Nizhny Novgorod Region. Contracts for 27 projects have already been signed, including eight contracts for residential construction, one for non-residential, 14 initiated by property owners, as well as four contracts concerning developed territories, which are being implemented by the comprehensive development operator. The volume of resettlement of emergency and dilapidated housing under the already signed contracts is approximately 73 thousand square meters.
"The region is actively attracting private investments in social infrastructure. Within the contractual obligations of developers, the construction of 23 kindergartens and four schools is planned. We are also developing other areas: engineering preparation, transport, and sports facilities. For instance, at the beginning of 2026, a CTD contract was signed for the construction of an ice arena by an investor at the intersection of Lenin Avenue and Zarechny Boulevard in Nizhny Novgorod, which will be transferred to public ownership free of charge. By the end of 2025, the first kindergarten built at the investor's expense and transferred to the municipality was already put into operation," emphasized Daria Shunaeva.
As noted in the report, the CTD mechanism is a functioning tool, during the application of which a number of questions have arisen that require legislative regulation. During the speech, a number of proposals were presented, developed based on the practical application of the mechanism in the region.
The initiative concerns adjusting the procedure for determining the amount of compensation for residents when purchasing their premises under the CTD. The goal of the proposal is to align the final amount with current prices at the time of signing the CTD contract.
Another initiative is the legislative consolidation of the right of regions to establish requirements for the location of housing for citizens whose homes are included in the CTD program. The Nizhny Novgorod City Council considers it important to secure the rights of residents to continue living in the same area of the city.
Particular attention was paid to involving cultural heritage sites in economic circulation within the framework of the CTD. In addition, issues regarding the use of escrow accounts in the construction of social infrastructure with budget funds were discussed, as well as the expansion of CTD boundaries at the initiative of the property owner to accommodate infrastructure facilities on non-contiguous territories within walking distance of the CTD site.
The presented initiatives received high praise in the upper house of parliament. The proposals will be considered to determine the possibility of their legislative development and for the further development of the CTD institute.
