A state of heightened readiness has been declared in Nizhny Novgorod. This decision was made by the city administration due to deteriorating weather conditions — heavy snowfalls, blizzards, snowdrifts and icy roads. This is stated in a mayor’s office decree dated December 30, 2025.
The regime was introduced on December 12 and will be in effect throughout the entire territory of the urban district until further notice. Its aim is to ensure the uninterrupted operation of transport, utility services and the prompt elimination of possible emergency situations.
Heads of district administrations have been instructed, if necessary, to organize round-the-clock duty, put emergency services on alert, and monitor the condition of life-support facilities and utility networks. They are also required to organize round-the-clock snow clearing and removal, providing a daily report on the work performed to the city's Unified Duty Dispatch Service (EDDS).
The Department of Transport and Road Management, as well as municipal institutions responsible for the street and road network, have been instructed to organize round-the-clock snow clearing and removal. Heads of organizations are recommended to ensure snow removal on adjacent premises and to check the readiness of their own emergency services.
Control over clearing inner-yard areas, driveways, and the removal of ice and icicles has been entrusted to the Department of Administrative-Technical and Municipal Control.
