A support system for the creative industries will be established in the Nizhny Novgorod Region.

      A regional law aimed at developing the creative economy may be adopted in the Nizhny Novgorod Region. Bill No. 1543-7 of December 26, 2025, has been published on the official portal of the regional Legislative Assembly.

      The document provides for comprehensive state support for creative businesses, promotion of employment in this area, and the formation of a sustainable creative environment. The draft clarifies the powers of government authorities and proposes specific support measures.

      According to the text of the law, subjects of the creative industries will include self-employed citizens, individual entrepreneurs, as well as legal entities engaged in activities in approved areas of a creative nature. All of them will be able to be included in a special register of creative industry entities.

      The bill also introduces the concept of support infrastructure — it will include creative clusters, centers and specialized information systems that will ensure interaction among participants and access to resources.

      State assistance will be provided in several forms: financial, property-related, educational and informational. In particular, the allocation of grants and subsidies for representatives of priority areas of the creative sector is envisaged.

      Information about available support measures, as well as about existing institutions and venues, will be posted on the official website of the government of the Nizhny Novgorod Region. The explanatory documentation notes that this will allow entrepreneurs to promptly obtain information and participate in development programs.

      It was previously reported that 11 projects were recognized as the best following a two-month accelerator for small business representatives in the field of creative industries and local brands in the Nizhny Novgorod Region.
