The Ministry of Industry and Trade proposed a deferral of the recycling fee for Russian automakers.

Minpromtorg has prepared a draft decree providing for a deferral of the payment of the recycling fee for leading Russian manufacturers of cars and trailers. This was reported by 360.ru.
According to the draft, companies that have signed special investment contracts with Minpromtorg may postpone payment for the fourth quarter of 2025 and the first three quarters of 2026 from the current deadlines to December 2026. This applies to both the largest car manufacturers and to enterprises specializing in trailer production.
As of 1 December 2025, changes to the method of calculating the recycling fee came into force in Russia. Now its amount depends not only on engine displacement but also on the power of the vehicle's engine. The preferential tariff for individuals importing cars from abroad applies only to vehicles with engines up to 160 horsepower. A commercial fee applies to other vehicles. The changes also affected electric and hybrid vehicles. When calculating the recycling fee, the combined power of their engines is taken into account.
Earlier, Russian President Vladimir Putin said that the increase in the recycling fee is aimed at stimulating the development of the country's automotive industry, but he expressed hope that the measure would be temporary.
