Andrey Samsonov: "In 2025, the direction of Nizhny Novgorod's development was set."

      The most important outcomes of 2025 for Nizhny Novgorod and the region were identified by Andrey Samsonov, a research fellow at the Volga Branch of FNISC RAS and senior research fellow at the ANO "Research Institute for Problems of Social Management."

      "The completion of the incorporation of the Kstovo municipal district into the regional center should be placed first — perhaps not in terms of media and public attention, but certainly in terms of its impact on the future. This event will for many years be a determining factor in the development of Nizhny Novgorod. It has effectively set the direction of development for the regional center — urban planning, utilities, social and transport plans and projects — for many years. The future development of the city will now largely depend directly on the success of this integration," the expert believes.

      "In second place I would put the aggregate result reflected in the Nizhny Novgorod Region's 6th place in the final ranking of regions. It is formed at the end of the year based on the sum of the positions the region received in rankings throughout 2025. The region moved up one step, rising from 7th place by one position. Ahead are regions that either possess vastly greater resources (population size, finances) and opportunities, or a powerful federal lobby, and, among other things, had a significant advantage over the Nizhny Novgorod Region at the start of the ranking 'race.' Overall, the outcome of 2025 can be recognized as the region's confident consolidation in the top 10 Russian territories by the overwhelming majority of socio-economic indicators," Samsonov clarified.

      He also named the third most significant event for the region.

      "It is the continued strengthening of the region's positions (not only Nizhny Novgorod, but also Arzamas, Diveyevo, Gorodets, etc.) in the domestic tourism market. This is not only a driver of the industry's development in the region, but also a purely image-related direction capable of positively influencing a large number of internal indicators — from demography (through the influx of young people from other regions) to the formation of comfortable infrastructure and living environments for the population," the expert summed up.
