The arrested former head of Teploenergo, Ilya Khalturin, was questioned in court.

Former CEO of the company "Teploenergo," Ilya Khalturin, testified in court in a case on abuse of power. One of the key episodes is connected with the modernization of the Nagornaya thermal power plant in Nizhny Novgorod, Kommersant-Privolzhye reports.
According to the investigation, after the contractor ASB "Parsek" completed the development of the design documentation, the cost of the work rose to 491 million rubles. To hide the discrepancies, Khalturin allegedly verbally instructed that the project be sent for revision to an acquaintance organization — the company "TGV-Proektirovanie" — bypassing mandatory competitive procedures.
The additional work was estimated at 8.9 million rubles. According to the prosecution, the contract with the new contractor was not completed, did not pass the state expertise, and the costs turned out to be unjustifiably inflated. It is this amount that the investigators regard as the damage caused.
Speaking in court, Khalturin set out his position. He said that in 2022 "Teploenergo" received a concessional loan from the Fund for the Development of Territories for the modernization of the NTC, and the financing conditions required the project to be completed by the end of 2023 and the procurement to be carried out on a turnkey basis.
According to the former director, due to tight deadlines and the absence of suitable contractors, the work was transferred to a subsidiary company. However, problems soon began: the designers made mistakes, missed deadlines and were unable to pass the state expertise on time.
Khalturin also noted that entire sections were missing from the documentation prepared by "Parsek," which made it impossible to procure equipment. Work at the site was already underway, and the dismantled utilities were in an emergency condition. In December 2023 severe frosts hit the region, and an interruption of heat supply threatened two-thirds of the city.
"Schools and kindergartens went on holiday. It was unacceptable to stop supplying heat. Subsequently the company "TeploenergoRemont-NN" filed a claim against "Parsek" in arbitration court for 8.9 million rubles for project corrections," the defendant explained.
He also added that the increase in the estimate occurred after his dismissal, and all financial procedures were transparent.
In addition, Ilya Khalturin is charged with two more episodes of exceeding his powers. He said he intends to speak about them at the next court hearings.
The former head of "Teploenergo" (now JSC "OKO") did not admit his guilt in all three episodes.
Recall that Ilya Khalturin was detained in July 2024. In the summer of 2025 he was released from the pre-trial detention center, but was immediately detained again.
