Nizhny Novgorod residents were advised on what to do during heating outages.

In the winter months, heating issues become especially relevant. Rospotrebnadzor in the Nizhny Novgorod Region reminded residents what to do if an apartment becomes cold and the radiators are barely warm.
The agency noted that according to Resolution No. 354 of the Government of the Russian Federation, heating must be supplied around the clock throughout the entire heating season.
Only short interruptions are allowed, strictly limited in duration:
- no more than 24 hours in total per month;
- no more than 16 consecutive hours when the room temperature is from +12 degrees up to the norm (18–20 degrees);
- no more than 8 hours when the temperature is from +10 to +12;
- no more than 4 hours when the temperature is from +8 to +10.
The timeframes for fixing emergencies also depend on the air temperature in the apartment. If it is above +12 degrees, the problem must be resolved within 16 hours. At temperatures from +10 to +12 — within 8 hours, and if the room is colder than +10 — within a maximum of 4 hours.
If the permissible interruption duration is exceeded, tenants have the right to a recalculation. For every hour beyond the norm, the heating fee is reduced by 0.15% of the amount for the entire billing period.
Rospotrebnadzor reminded that if the apartment temperature falls below the standard, you should contact the management company or the heat supplier — their contacts are listed on the bill. After the contact, a specialist must arrive. He is obliged to inspect the heating system, measure the air temperature using a bulb thermometer and prepare a report in two copies. One copy remains with the resident. This document is necessary for a recalculation or, if needed, for going to court.
If the specialist does not arrive, you should contact the service organization again and demand explanations. If refused — file a written complaint in two copies. One copy remains with the applicant with a signature and the date of receipt. The organization must provide a response within 10 days.
If the problem cannot be resolved, you can contact the State Housing Inspectorate or the territorial office of Rospotrebnadzor.
Earlier it was reported that the State Housing Inspectorate succeeded in insulating the walls of 60 apartments in Dzerzhinsk after residents complained about their apartments freezing.
