Violations of environmental requirements have again been identified in the contractor's work on the reconstruction of the Nizhny Novgorod aeration station.

      The Interregional Office of Rosprirodnadzor for the Nizhny Novgorod Region and the Republic of Mordovia continues to keep the reconstruction of the Nizhny Novgorod Aeration Station (NAS) under supervision. All work at the site must be carried out within mandatory environmental protection requirements and comply with the previously obtained positive conclusion of the state environmental review.

      Recall that the conclusion was approved in 2021 and is valid for 6 years. The need to reconstruct the aeration station is due to the fact that during its operation the NAS facilities have become physically and morally obsolete. As a result, the quality of the treated water does not meet discharge requirements in terms of technological indicators according to the best available techniques.

      During the latest, already the fifth, on-site inspection, inspectors of the supervisory authority again identified violations of environmental protection requirements at the site. During the site inspection, piles of waste were recorded between the secondary settling tanks and the aeration tank. Concrete rubble, scrap metal, and wood waste were placed on areas not equipped for these purposes. A land plot of more than 1,700 square meters was also found to be covered with soil contaminated by construction waste.

      The general contractor for the reconstruction of the Nizhny Novgorod Aeration Station is the Federal Autonomous Institution RosKapStroy. By an acceptance-transfer act, the entire construction site was handed over to this enterprise with the transfer of rights and obligations for its maintenance, including in accordance with environmental requirements.

      In the near future, protocols will be drawn up and rulings issued to bring the legal entity and the responsible officials to administrative liability. RosKapStroy has already been issued an order requiring the elimination of all identified violations. Its execution is under the control of the supervisory authority. The issue of calculating the amount of damage to environmental components is being resolved.
