November 28, 2025, 11:07 Society The Legislative Assembly of the Nizhny Novgorod Region has appealed to the State Duma with an initiative to amend federal legislation in order to regulate the sphere of retail alcohol sales. The corresponding resolution was adopted on November 27 at a meeting of the regional parliament.
The Chairman of the Legislative Assembly, Evgeny Lyulin, stressed that current norms do not allow regions to effectively restrict the operation of so‑called "razlivayki."
Nizhny Novgorod deputies propose to introduce clear federal definitions of the terms "restaurant," "bar," and "cafe" and to require that the type of establishment be specified at registration. This will help eliminate cases where retail outlets, under the guise of restaurants, actually engage in retail alcohol sales.
The initiators of the appeal also consider it necessary to grant regulatory authorities the right to conduct unscheduled inspections of outlets selling low‑alcohol beverages without a license. Currently, such inspections are only possible if there is a threat to citizens' lives or health.
Additionally, it is proposed to return to local self-government bodies the authority to control alcohol circulation and the ability to initiate administrative proceedings against violators.
"We again appeal to our federal colleagues, offering real tools to restore order. I am confident that all regions of Russia are waiting for changes to the legislation to solve the problem of 'razlivayki' once and for all," added the speaker of the Legislative Assembly of the Nizhny Novgorod Region.
Earlier it was reported that more than 900 unlicensed bottles of alcohol were seized in the Nizhny Novgorod Region.
