Nizhny Novgorod enterprises support families with children.

      Nizhny Novgorod enterprises share the region’s demographic policy and are beginning to implement their own family support measures. Among them are payments to employees with a certain continuous length of service under an employment contract upon the birth of a child.

      As the Institute for Demographic Development recalled, the period from 2025 to 2030 has been declared in the region the Five-Year Family period. Governor of Nizhny Novgorod Region Gleb Nikitin has decided to allocate an unprecedented amount of financial support for families who have children.

      Thus, families in which children are born between July 1, 2025 and June 30, 2028 are eligible for payments of the Parental Basic Income (regional family capital) "Osnova." Taking into account federal maternity capital (for the first or second child), each family with a newborn receives an amount of at least 1 million rubles. Payments are provided to all families, regardless of the spouses’ income levels or the birth order of the children. In addition, families can receive a "Gift to the Newborn" in the form of a certificate worth 20,000 rubles — with which they can purchase useful children’s goods from Nizhny Novgorod manufacturers on a special "showcase" of a popular marketplace.

      In May 2025 Gleb Nikitin urged Nizhny Novgorod employers to make their own contribution to the common cause of stabilizing the demographic situation. This provision will be enshrined in the regional law "On the Development of Responsible Business Practices."

      On November 19, during the annual meeting with the business community, the governor again addressed business representatives.

      "Efforts aimed at demography, including financial ones, must be an absolute priority. However, even the unprecedented demographic support measures that we launched this year will be able to change trends only after many years. To preserve our most valuable resource — human capital — the efforts of the authorities alone are not enough. It is necessary to change the attitude toward the demographic issue at all levels, including within enterprises. Many know that it was under the 'banner' of demographic development that the 'SOznanie' forum was held here this year. At the forum we paid the most attention to the experience of companies that are already involved in this agenda. If a family receives financial support at the birth of a child not only from the state but also from its employer, this really makes a difference, gives the family the opportunity to feel confident and to solve life’s problems. I would like to call on business leaders who have stability and the corresponding financial capabilities to think about this," the head of the region said.

      As a positive example of such work, the Institute for Demographic Development cited the experience of one commercial organization led by Anton Ananyin, a deputy of the Legislative Assembly of the Nizhny Novgorod Region. The amount of assistance that employees can expect when a child is born varies: employees with an uninterrupted length of service at the company of at least three years are entitled to a payment of 1 million rubles, and those who have worked at least two years — 500,000 rubles. The company’s employees will be able to receive payments after January 1, 2026.

      "It is a great happiness to have the opportunity to help one’s country, to be of one mind with it, and to support the people around me," said Anton Ananyin.

      The Institute for Demographic Development noted that beginning January 1, 2026, the threshold for material assistance to families with children that is exempt from social contributions and personal income tax (PIT) will be raised in Russia. This refers to support that employers provide to employees during the first year after the birth, adoption of a child, or establishment of guardianship over a child. The corresponding changes will be recorded in Federal Law No. 227-FZ of July 23, 2025 "On Amendments to Part Two of the Tax Code of the Russian Federation."

      "Families should feel support from both sides at once: from the region — through the Nizhny Novgorod life project 'OSNOVA' — and from employers who introduce their own payments. Thanks to changes in tax legislation, businesses will be able to help employees while optimizing expenses. In essence, a smart system has emerged in which everyone wins: families, enterprises, and the region as a whole. This is how a solid foundation for demographic stability is formed," explained Evgeny Zhuravlev, director of the Institute for Demographic Development.

      Recall that work to stabilize the demographic situation in the region is being carried out in accordance with the goals and objectives of the new national project "Family."
