      Russian journalist and TV host Ksenia Sobchak commented on the plans of the Nizhny Novgorod authorities to introduce administrative fines for street musicians who perform without prior approval through an electronic platform. She shared her position on the Telegram channel "Krovavaya Barinya."

      "They have really cracked down on street musicians, it seems. In Nizhny Novgorod they want to introduce fines for performers who did not use the platform to coordinate performances. It began operating last year as a pilot project. Classic: first a 'test mode,' and then before you know it — they've already come up with a punishment," Sobchak wrote.

      The journalist also suggested that the next step could be approval of repertoires through Gosuslugi, and then the possible creation of a register of approved compositions.

      Recall that this concerns an online platform that was launched in 2024 on the State Services portal (Gosuslugi) in test mode. It allows musicians to book in advance the time and place for performances at 20 central city locations. Under the established rules, one spot may be occupied for no more than two hours, and performing on the same street no more than twice a week.

      Earlier, at a meeting of the city Duma's commission on economics it was stated that from 2026 performing without prior booking could be subject to administrative penalties. The amount of fines has not yet been determined; the regulatory framework is under development. Compliance with the new requirements is planned to be monitored using a system of video surveillance and digital analytics.
