A kindergarten in the Urensky District reopened after major renovations under the KRST program.
A kindergarten in the village of Bolshaya Kozlyana in the Urensky district of the Nizhny Novgorod Region has reopened after a major renovation under the state program “Comprehensive Development of Rural Territories” (KRST). The institution is designed for a single mixed-age group of 15 children.
“A village kindergarten is not just a social facility, but a strategic investment in the future of agriculture. When young families have accessible infrastructure, they stay in the countryside, develop personal subsidiary plots and work at agricultural enterprises. We are not simply retaining personnel, we are creating conditions for the continuity of generations in agricultural labor. The major renovation of this kindergarten was carried out within the framework of the ‘Comprehensive Development of Rural Territories of the Nizhny Novgorod Region’ program. The total cost of the work exceeded 24 million rubles, about 20 million of which came from the regional budget,” noted Nikolay Khomutov, Deputy Minister of Agriculture and Food Resources of the Nizhny Novgorod Region.
As part of the major renovation, interior finishing work was carried out in the kindergarten building, and the ventilation, heating, electrical supply and water supply systems were repaired and replaced. In addition, new equipment, supplies and furniture were purchased. A children’s play complex was installed on the premises.
The head of local government of the Urensky municipal district, Sergey Babintsev, noted that this long-awaited event is important not only for the residents of Bolshye Kozlyany but also for neighboring settlements.
“All the necessary conditions have been created in the institution for organizing educational and upbringing activities, for providing meals and sleep. A new generation will grow up here, quite possibly future employees of the local agricultural enterprise. And that is the main goal we have all been working toward,” he said.
“The main problem in the countryside is personnel. The country will always need food, especially natural produce. And if the state supports agriculture and rural areas, the village will live. And we will continue to work,” noted Nikolay Smirnov, General Director of Niva LLC.
Recall that more than 1.8 billion rubles were allocated in 2025 to all areas of the state program “Comprehensive Development of Rural Territories,” of which almost 1.4 billion rubles came from the federal budget and about 400 million rubles from the regional budget.
This year, 145 improvement projects have been implemented in the region; three roads to agro-industrial complex facilities have been built; 53 individual residential houses are being constructed, including 50 houses as part of a housing complex with engineering networks carried over from 2024. The implementation of three major comprehensive development projects has begun, under which social and engineering infrastructure facilities will be built in the village of Bolshoye Boldino, the urban-type settlement of Voznesenskoye and the town of Semyonov.
