The head of the Duma Committee on Labor, Social Policy and Veterans Affairs, Yaroslav Nilov, has drafted a bill aimed at improving labor guarantees for participants in the special military operation. The explanatory note to this document came into the possession of the editorial office of 360.ru.
The bill concerns citizens who were mobilized, signed a contract with the Ministry of Defense, or became volunteers, and after service returned to their previous jobs.
According to the parliamentarian, there is a gap in the current Labor Code: social guarantees for special military operation participants do not extend to those whose employment contracts were suspended due to being called up or reassigned to serve in the National Guard troops.
As a result, people who returned to work after service do not receive additional protection and may be dismissed in the event of staff reductions on general grounds.
Nilov considers this situation unfair. According to him, the special military operation and partial mobilization have been a severe trial for those who defend the country. Therefore the state, in his view, should provide such employees with maximum support.
The bill proposes granting all these categories of workers a preferential right to retain their jobs in the event of staff reductions.
Yaroslav Nilov is confident that such amendments will ensure additional social guarantees for citizens who performed tasks under special conditions. They will also create legal prerequisites for their successful reintegration and demonstrate state recognition of these citizens' special merits.
As previously reported, mobilized residents of Nizhny Novgorod will have their jobs preserved until the end of 2025; the corresponding amendments to his decree on partial mobilization were made by the governor of Nizhny Novgorod Oblast, Gleb Nikitin.
