Public observers from Nizhny Novgorod will take part in the All-Russian Congress.
01 November 2025 10:33 Society Nizhny Novgorod public observers will participate in the All-Russian Congress of Observers, which will be held on 23 November in Moscow. This year the forum will bring together about 700 representatives of the observer community from across the country. The organizer of the event is the Movement "Corps 'For Clean Elections'", which since 2012, together with the Association of Lawyers of Russia, has been at the origins of the formation of the institute of independent observation in Russia.
The chair of the "Corps 'For Clean Elections'", Alyona Bulgakova, noted that in recent years strong professional ties have formed within the observer community and proposals have been developed for the development of the institute of public oversight. According to her, the Congress will be a logical continuation of the communication system that activists began updating in 2025, ahead of Single Voting Day. Bulgakova emphasized that this event should become "a new stage in the community's move to a higher level of interaction."
Alexander Tochenov, Executive Secretary of the Council under the President of the Russian Federation for Human Rights and co-chair of the coordinating council under the Civic Chamber of Russia for public oversight of voting, explained that the initiative to create a unified communication system arose precisely within the observer community in the regions.
Member of the Presidential Council for Human Rights and chair of the association "Independent Public Monitoring," Alexander Brod, drew attention to the growing importance of mentorship among observers. According to him, more and more citizens not only regularly participate in election campaigns but also pass on their experience to new participants. He emphasized that "the Congress will become a platform uniting observers of various ages and professions," and also expressed hope that forum participants will inspire young people by their personal example of civic activity and responsibility for the transparency of elections.
Selection and the invitation campaign among Congress participants are currently ongoing. The Nizhny Novgorod region will be represented at the event by a delegation of public observers, which will include the most experienced specialists — those who have repeatedly ensured the legitimacy and openness of electoral processes at polling stations in the region.
Roman Strongin, chair of the Public Chamber of the Nizhny Novgorod Region, emphasized that public observation is one of the key factors shaping citizens' trust in the electoral system. In his view, the Congress will bring together independent observers to exchange experiences and best practices, and will also give regions the opportunity to present their understanding of how civil society is developing. "This is important and is an innovation for the Russian electoral system," Strongin noted.
