Deputy of the Legislative Assembly of the Nizhny Novgorod Region Dmitry Bednyakov proposed reorganizing Russian Post or creating a regional analogue. He voiced his idea at the Committee on State Authority and Local Self-Government, Kommersant-Privolzhye reports.
At present, 10% of post offices in the region have stopped operating due to staff shortages and unsatisfactory conditions of the premises. According to the regional Minister of Digital Development and Communications Alexander Sinelobov, some offices are left with only one employee. In case of illness or resignation, such offices are forced to close and the population is served by mobile units.
Deputy Igor Ruzankin noted that the condition of some branches is despairing. He reminded that the region regularly rescues Russian Post at the expense of the budget, although the company could attract investors or increase its charter capital.
To reduce staff outflow, postal employees were given salary increases, but their incomes remain below market level. To achieve competitive wages, the region would need to allocate an additional about 160 million rubles, but such funds were not found in the regional budget.
Deputy Nikolai Upirvitsky expressed dissatisfaction that the company's management avoids dialogue with deputies and the regional government while regularly requesting financial assistance. According to him, regional authorities are forced to solve the problems of a federal enterprise without receiving sufficient information from it.
Deputy Dmitry Bednyakov proposed appealing to the Government of Russia with an initiative to restore Russian Post's status as a state-owned enterprise. This would transfer responsibility for its operation to the federal level. As an alternative, he proposed creating a regional structure — a state communications institution — that would take on postal functions. In his view, such a model would ensure transparency of funding and governability at the regional level.
Committee Chairman Vladimir Pakov emphasized that the situation with the post has been discussed for more than a year, but no significant improvements have been observed.
He noted that Russian Post's development strategy until 2030 is outdated and has still not been revised. The draft law on support for the post, developed by the Russian Ministry of Digital Development, has not yet been submitted to the State Duma.
It should be added that in the summer residents of Nizhny Novgorod complained about post office opening hours. Some served customers only one or two days a week.
