Scientists propose changing the numbering system for the terms of the Nizhny Novgorod Duma.

      The Academic Council of the Nizhny Novgorod Institute of Management (NIU) of the Presidential Academy RANEPA discussed an initiative to adjust the numbering system of the convocations of the Nizhny Novgorod Duma. The proposal was developed by a professional expert-analytical group formed under the Academic Council in September 2025, the institution’s press service reported.

      The discussion was prompted by the merger of the Kstovo district with Nizhny Novgorod. As a result, the current composition of the Duma is officially considered the first convocation. However, experts believe such a designation may be perceived by the public as a rejection of historical continuity and the experience of previous convocations.

      As the institute explained, tradition and its continuity are perceived through symbolic forms, one of which is the official numbering of convocations. Therefore it is proposed to preserve the link with the past by indicating, next to the current convocation number, an additional number in parentheses — reflecting continuous numbering since 1994.

      The Academic Council intends to send the initiative for consideration to the administration of Nizhny Novgorod, the Legislative Assembly of the Nizhny Novgorod Region, and the city’s Public Chamber.

      It was previously reported that Nizhny Novgorod’s budget was increased by 206.3 million rubles.
