In Russia, it is proposed to toughen penalties for involving minors in gambling and for advertising gambling entertainment. A corresponding bill aimed at protecting minors was developed by an inter-factional group of the State Duma led by Yana Lantratova. This was reported by the portal 360.ru.
The need to adopt such measures became apparent after an incident involving a married couple from Mari El who, in order to participate in a trash-blogger contest, created a provocative video. The video shows a one-year-old child crying while being given a tattoo. It turned out that the child's parents had been participating in a contest to promote an online casino where the top prize was an apartment. According to the child's mother, the "tattoo" was only a prank and had been drawn with an ordinary ballpoint pen, and the child was crying from fatigue and sleepiness.
The bill proposed by Lantratova provides for the introduction of strict liability for involving minors in gambling. For such actions, punishment of up to five years' imprisonment may be imposed. In addition, advertising casinos carries fines of up to 300,000 rubles or imprisonment for up to two years.
The bill has already been sent for consideration to the Cabinet of Ministers. It is noted that the document is aimed at creating more effective mechanisms to protect children from the negative consequences of gambling and its advertising.
