      The Federal Service for Supervision of Natural Resource Usage (Rosprirodnadzor) is inspecting the activities of the Nizhny Novgorod Aeration Station (NAS) amid the initiation of a new criminal case related to an unpleasant odor.

      According to the interregional agency’s press service, in early October Rosprirodnadzor specialists completed a scheduled inspection of JSC Teploenergo (the successor to JSC Nizhny Novgorod Vodokanal). The control activities took place on the premises of the city sewage treatment facilities of the NAS.

      During the inspection, sites used for storing industrial and consumer waste were discovered on unequipped areas, directly on the ground. Such actions violate environmental protection legislation and indicate that JSC Teploenergo is not taking appropriate measures to protect land and safeguard soils from negative impacts. Following the inspection, the company was held administratively liable and was also issued an order to remedy the violations.

      Rosprirodnadzor inspectors are currently working again on the territory of the Nizhny Novgorod Aeration Station. The unscheduled inspection of the resource-supplying organization is being carried out at the instruction of the Volga Interregional Environmental Prosecutor’s Office.

      The reason for the inspection was appeals from residents complaining about a persistent sewage odor. According to supervisory authorities, the source of the stench is linked to violations of atmospheric air protection legislation, manifested by emissions of pollutants with exceedances of permissible concentrations for hydrogen sulfide.

      Inspectors are surveying the site, analyzing documentation and taking samples of environmental components.

      It should be noted that complaints about the regular occurrence of a sewage smell in Nizhny Novgorod have been coming in for several months. In August, at the request of the prosecutor’s office, Rosprirodnadzor conducted an unscheduled inspection that showed exceedances of emission standards for hydrogen sulfide, phenol and formaldehyde at the NAS. As a result of the inspection, the company and its officials were held administratively liable. In the autumn the NAS again received a warning from Rosprirodnadzor.
