The 2026 draft budget of Nizhny Novgorod Oblast was submitted to the Oblast Legislative Assembly for consideration.
October 24, 2025 18:27 Economy The draft budget of Nizhny Novgorod Oblast for 2026 and the planned period 2027–2028 has been submitted to the region’s Legislative Assembly. The document was officially filed on October 24, 2025.
Revenues of the regional treasury for 2026 are planned at 332.2 billion rubles. In 2027 they are expected to rise to 360.4 billion rubles, and in 2028 — to 381.1 billion. Expenditures, in turn, will amount to 354.5 billion rubles in 2026, 371.8 billion in 2027 and 391.1 billion in 2028.
Governor of Nizhny Novgorod Oblast Gleb Nikitin noted that next year’s budget maintains a social focus and strengthens support for key categories of citizens.
"The 2026 budget is a document in which priority is given to the most important tasks. We are not only preserving the social orientation, but also strengthening it. Spending on family support is being increased more than threefold under the 'Osnova' project. Also, the so‑called 'children’s' budget will grow by 1.3 times — to 26.7 billion rubles," the head of the region said.
According to the governor, despite a difficult macroeconomic situation and high interest rates, the region will continue implementing initiated infrastructure projects. These include construction of an IT campus, metro development and transport modernization.
Budget expenditures were formed on the basis of 34 state programs. In 2026 the largest amounts will be allocated to education — 81.1 billion rubles (24% of all program expenditures), social support — 69.7 billion rubles (21%) and healthcare — 47.9 billion rubles (14%).
Chairman of the Legislative Assembly Evgeny Lyulin emphasized that work on the document was carried out in advance — the government and deputies held a preliminary discussion, agreed on priorities and approaches.
"The most important thing is to maintain the social focus. We will ensure fulfillment of all obligations to residents, including support for families with children and participants of the special military operation (SMO). In addition, funding for the new demographic program 'Osnova' is provided. It is important not only to distribute funds wisely, but also to find additional resources," Lyulin noted.
Consideration of the draft in the first reading is scheduled for November, the final reading — for December. Before that, on November 5, a joint meeting of the parliament’s profile committees will take place.
The draft budget provides for unconditional receipts from the federal center in the amount of 36 billion rubles. According to Deputy Governor Yegor Polyakov, the main part of these funds will go to the implementation of national projects. In total, taking into account regional co‑financing, 43.1 billion rubles are planned to be directed to them. Priority areas include "Infrastructure for Life", "Youth and Children", "Family" and "A Long and Active Life".
Minister of Finance of Nizhny Novgorod Oblast Olga Sulima reported that in 2026 non‑earmarked transfers to municipalities will amount to 14.4 billion rubles. The total volume of interbudgetary transfers will reach 94.3 billion rubles.
The region’s debt burden, it is noted, remains within economically safe values. By the end of 2026 the ratio of public debt (excluding infrastructure budget loans) to own revenues is forecast at 57.8%.
According to the regional law on the budget process, the Legislative Assembly must consider the draft budget within 60 days from the date of its submission.
Recall that the budget of Nizhny Novgorod city was increased by almost 200 million rubles.
