Participants of the educational program "Heroes. Nizhny Novgorod Region" underwent an internship at the administration of Nizhny Novgorod on October 24. The event was organized with the support of the government of the Nizhny Novgorod Region and the Corporate University of the Government of the Nizhny Novgorod Region (KUPNO).
The internship program began with a meeting with the chairman of the City Duma of Nizhny Novgorod and participant of the federal program "Time of Heroes," Evgeny Chintsov.
"I am confident that every participant of the 'Heroes. Nizhny Novgorod Region' program will find their field of work in peacetime and will certainly achieve success. Right now it is important not to rush, to listen to your mentors and absorb knowledge and experience. Each program participant has the opportunity to learn and develop thanks to the support of the governor and the president of Russia. Ahead is almost a year for growth, and the main thing is to move forward and support each other, which is what I told them today at the meeting," Evgeny Chintsov said.
Also addressing the participants were KUPNO Vice-Rector Alexey Ermilov and acting director of the Department of Personnel Policy and Development of Municipal Management of the Administration of the City of Nizhny Novgorod, Elena Krutova.
There were presentations on topics such as "The Municipality: Essence and Fundamentals of Organization," "Strategic Development of the City of Nizhny Novgorod," and "Fundamentals of Municipal Personnel Policy: Selection and Development."
In the framework of the open dialogue "Municipality — a Growth Point," internship participants were able to ask questions to the first deputy heads of the city, Sergey Egorov and Denis Skalkin, as well as Deputy Head of the City Vladimir Anisimov.
"Today's meeting with participants of the 'Heroes. Nizhny Novgorod Region' project was an important step toward integrating participants and veterans of the special military operation into the system of state and municipal governance. I myself am a participant in the federal program and know how important the support of experienced mentors is during this period. In my case, that mentor was the head of the city, Yuri Vladimirovich Shalabaev. The administration helps create conditions that will allow project participants to realize their potential and contribute to the development of Nizhny Novgorod. Their experience and courage are an invaluable resource for our city," said Vladimir Anisimov, recipient of the Order of Courage, participant of the "Time of Heroes" program, and deputy head of the administration of Nizhny Novgorod.
During the meeting, Vladimir Anisimov spoke about his work and about the department he oversees — the Department of Social Communications and Youth Policy of the Administration of Nizhny Novgorod. He emphasized that the department is actively working on creating programs aimed at supporting not only young people but also participants and veterans of the special military operation, as well as developing social initiatives that contribute to strengthening patriotism and social cohesion.
In the second part of the event, interns were divided into groups, and each group visited the Department of Culture, the Department of Physical Culture and Sports, the Department of Tourism Development and External Relations, the Department of Social Communications and Youth Policy, and the Department of Improvement. During tours of the city administration's units, participants of the "Heroes. Nizhny Novgorod Region" program were told about best practices, the main challenges, and ways to solve current tasks in the areas of work assigned to each of the departments.
"The internship at city hall is a very useful experience for me. I have already interned at the regional Ministry of Energy and Housing and Communal Services; after that, I was interested to learn how processes are organized at the municipal level and specifically in the Department of Improvement, which I visited today. Municipal authorities constantly interact with citizens, and it is important for program participants to understand what tools they use. I will definitely take into account the knowledge gained during the internship. I am sure it will help me in the future," said Nikolay Maleev, a participant of the "Heroes. Nizhny Novgorod Region" program.
Recall that the "Heroes. Nizhny Novgorod Region" program is aimed at the integration and employment of participants and veterans of the special military operation into the system of public administration. In March 2025, an agreement was signed between the government of the Nizhny Novgorod Region, the Russian Presidential Academy of National Economy and Public Administration (RANEPA), and KUPNO on cooperation in implementing this program.
Registration for participation in the "Heroes. Nizhny Novgorod Region" program ended on March 31. During the selection campaign, 1,613 applications were received from residents of Nizhny Novgorod.
Based on the total scores from questionnaires, testing, online interviews and assessments, as well as the results of in-person interviews with the Deputy Governor of the Nizhny Novgorod Region, Andrey Gneushev, 60 participants were selected for the main educational program and 30 people were chosen to be included in the next intake of the program upon their return to the region.
The official opening of the "Heroes. Nizhny Novgorod Region" training took place on August 4, 2025; the ceremony was attended by the Governor of the Nizhny Novgorod Region, Gleb Nikitin. Sixty people selected for the educational program began their training.
