On October 22, a meeting of the Legislative Assembly committee on economy, industry, support for entrepreneurship, trade and tourism was held. Deputies discussed in the second reading a draft law "On the regulation of certain relations in the area of restricting the sale of non-alcoholic tonic beverages (including energy drinks) in the territory of the Nizhny Novgorod Region." The document was submitted to the regional parliament by the United Russia party faction. Chairman of the Legislative Assembly Evgeny Lyulin supports the establishment of restrictions in this area.
"Adoption of this law will be a continuation of systematic work to protect the health of our citizens, especially young people. We are removing these drinks from spaces that by their nature should provide benefit — schools, hospitals, cultural and sports facilities, and their adjacent territories. This is not a question of personal freedoms, but a question of creating a healthy environment and the responsibility of business to society," said Legislative Assembly Chairman Evgeny Lyulin.
The bill proposes a complete ban on the sale of such products in the buildings and on the grounds of educational, medical, cultural and sports institutions. It has been proposed that the regional government be granted the right to prohibit the sale of energy drinks in places of mass gatherings during public events and for the duration of sporting competitions.
For the second reading, parliamentarians propose to remove from the draft law the provisions banning the sale of energy drinks through vending machines.
"The committee conducted a detailed analysis of the draft law, including proposals received from the business community and experts. The removal of the ban on sales through vending machines is related to the fact that this issue is planned to be regulated at the federal level using modern age-identification systems. Our regional law will work effectively by focusing on bans in social institutions," explained Igor Norenkov, chairman of the Legislative Assembly committee on economy, industry, support for entrepreneurship, trade and tourism.
The document will be considered in the second, final reading at a meeting of the Legislative Assembly of the Nizhny Novgorod Region on October 30.
