The procurement for the construction of the School No. 103 building in Pechery was suspended following a complaint.

      The procurement for the construction of the School No. 103 building in Verkhniye Pechery was suspended following a complaint by the previous contractor — LLC Remstroy — to the Federal Antimonopoly Service. This is reported on the state procurement portal.

      Recall that MKU "GlavUKS" announced the tender in early October 2025. According to the design, the new School No. 103 building will be a three-story facility with a capacity of 500 students. The contractor was supposed to begin construction as early as November of this year, and complete the project and obtain a certificate of compliance with building regulations by May 31, 2027. The cost of the work was estimated at 890.6 million rubles.

      However, the procurement procedure could not be completed. LLC Remstroy, with which a contract for the design and construction of the building had already been signed in November 2024, filed a complaint with the FAS. According to the company, the customer unlawfully used its design and estimate documentation when drawing up the new procurement.

      In the complaint the company asserts that the project was completed and passed the state examination, but the contract was terminated before the end of the design period, and the work performed was not paid for. Remstroy also emphasizes that exclusive rights to the created design documentation were not transferred to the customer. In this connection the company insists on declaring GlavUKS's actions illegal, demands that the violations be remedied and that the materials be handed over to law enforcement agencies for consideration of possible administrative liability.

      Note that GlavUKS unilaterally terminated the contract in September 2025. The reason, it was stated, was a breach of the schedule for carrying out construction and installation work, which was supposed to be carried out in parallel with the design.

      The Federal Antimonopoly Service will consider the complaint on October 23.

      Earlier it was reported that the city hall abandoned plans to build a small school for 270 places in Verkhniye Pechery, citing, in particular, the upcoming construction of the School No. 103 building. It should be added that the city authorities initially planned to build this school building back in 2023.
