In Nizhny Novgorod, within the framework of the III All‑Russian business conference "Rivers. Cruises. Routes" with the participation of experts from the Ministry of Construction of the Russian Federation, they discussed how the national project "Infrastructure for Life" is being implemented in the city's coastal areas.
Darya Shunaeva, Minister of Urban Planning Policy of the Nizhny Novgorod Region, presented the results of work on five large integrated territorial development projects. These initiatives are intended to form the future riverfront of Nizhny Novgorod and become the backbone of its spatial renewal.
The potential of coastal zones for investors is dual in nature: shorelines are especially attractive for housing and commercial development, but their development is accompanied by more complex regulatory and administrative procedures.
Darya Shunaeva emphasized that a specially created urban planning policy headquarters helps the region coordinate participants' positions and eliminate contradictions in the integrated territorial development projects. Since its launch the platform has held about 300 meetings, a significant part of which was devoted specifically to such projects.
Currently, work is already underway within Nizhny Novgorod on five large integrated territorial development projects on the left and right banks of the Oka, as well as on the embankment of the Rowing Canal.
Maria Sinichich, Director of the Department for Integrated Territorial Development at the Ministry of Construction of the Russian Federation, noted that in the national project "Infrastructure for Life" that started this year one of the priorities has become the development of infrastructure in key settlements through 2030 and through 2036. According to her, 75% of the country's population live in 2,160 such settlements, and more than half of them are located on waterways: along rivers, seas and lakes.
Speaking about the program's objectives, Maria Sinich emphasized that it should involve the river and coastal territories in development, and the forum's results will be included in a collection of best practices on the development of coastal infrastructure within the project.
In 2025 approaches to federal funding for coastal initiatives changed: in addition to financial indicators, an assessment of the socio‑economic effect was introduced in accordance with the Ministry of Economic Development's Order No. 418.
Anna Nosova, Head of the Yachting Tourism Commission of the Russian Union of the Travel Industry and founder of the agency "Prostor", stressed that the order effectively codifies a positive practice already tried in a number of regions. In her assessment, this is important so that projects do not end up stagnant after formal completion: even at the design stage complex solutions should be laid down that can function as economic multipliers and create incentives for business and social development.
Earlier it was reported that a residential quarter began to be built under an integrated territorial development project on Samochkina Street in Nizhny Novgorod.
