      As of 2025, changes to the rules for seasonal replacement of car tires have come into force in Russia. Despite this, automotive experts say that no significant innovations have occurred, and drivers still need to rely on weather conditions and common sense.

      What has changed in the rules for using tires

      The main changes concern the periods for using winter and summer tires. Studded tires are now mandatory from December 1 to March 1. In northern regions this period may be extended to April or even May.

      Summer tires are recommended to be fitted from June 1 to September 1. However, if the temperature falls below +7 °C, it is necessary to switch to winter tires regardless of the date.

      Drivers face a fine of 500 rubles if they install studded tires on only one axle of the vehicle.

      New tire-change rules — an auto expert's opinion

      Auto journalist, auto expert and blogger Pavel Fyodorov told 360.ru that the law sets clear time frames for tire replacement, and violations are subject to fines. However, he also stressed that common sense plays a key role in this matter. For example, if the temperature drops below zero in September, by law the driver is not obliged to change tires, but he understands that driving on summer tires in such conditions can be dangerous.

      When to change tires in 2025?

      Pavel Fyodorov reminded that tires should be changed by December 1, 2025. The exact date depends on weather conditions in different regions. In Central Russia, for example, in Moscow, a tire change may be required as early as late October if the average daily temperature falls to +2 to +3 °C. In such conditions, night frosts are possible, and summer tires may lose their effectiveness.

      What can drivers be fined for from December 1, 2025?

      In Russia there are no fines for using friction (non-studded) winter tires on a country highway or for the absence of studs. Inspectors can issue a fine only for using tires that do not match the season.

      This rule applies to passenger cars and light commercial vehicles weighing up to 3.5 tonnes. If a motorcycle rider uses summer tires in winter, they will not face a fine, as such a sanction is not provided for in the Code of Administrative Offenses (KoAP).

      Trucks and buses must be equipped with winter tires. However, for non-all-wheel-drive vehicles there is an additional requirement: in cold weather they must carry anti-skid chains.

      It is important to remember that road safety should come first, and one should not rely on possible loopholes in the law.
