It will now be harder for Nizhny Novgorod residents to obtain a deferment from military service. The Russian government has reduced the list of medical conditions that previously exempted young men from conscription. The changes are set out in a decree dated August 29, 2025.
Removed from the list were stage 1 hypertension, retained metal hardware in bones, a number of congenital heart defects and rhythm disorders, including patent foramen ovale and left bundle branch block.
Skin diseases (eczema, psoriasis, atopic dermatitis) will also no longer be grounds for deferment if they are in a state of stable remission. Splenectomy is also no longer considered a reason for exemption from conscription. The same applies to a congenital cleft palate if it has been surgically corrected and is not accompanied by serious functional impairments.
The changes also affect those with insufficient body weight. Previously, being underweight alone could be a reason for a deferment, but now it will be granted only if there are accompanying conditions requiring ongoing medical supervision.
Conscripts with hepatitis C will be sent for treatment, and upon successful recovery they may be drafted without restrictions.
Recall that the autumn draft in Russia began on October 1. This time it will be conducted using the Unified Military Service Registry.
