Nizhny Novgorod doctors supported excluding insurers from the compulsory health insurance system.
01 October 2025 11:14 Society — In the Nizhny Novgorod region support is growing for the idea of reducing the role of medical insurance companies in the compulsory health insurance system.
The Russian Ministry of Health has prepared amendments to the federal law "On Compulsory Medical Insurance." The document proposes to give governors the right to grant territorial compulsory medical insurance funds the powers currently exercised by insurance organizations. It is expected that the changes could take effect in 2026.
Editor-in-chief of MIA "Stacionar-press" Aleksey Nikonov believes that such a reform could mark the beginning of the end of the era of insurers' dominance.
Earlier, Nizhny Novgorod chief physicians reported that fines imposed by insurance companies effectively paralyze hospitals' operations, and the volume of sanctions often exceeds the cost of treatment and purchased medicines.
The regional Trade Union of Healthcare Workers has called for the complete exclusion of insurers from medicine. "They are an unnecessary and redundant link in the healthcare system. Federal clinics have long been funded from the federal compulsory medical insurance fund, without intermediaries. At the regional level it is high time to do the same," said the chairman of the Nizhny Novgorod medical workers' Trade Union, Vasily Prikaznov.
Earlier it was reported that Nizhny Novgorod hospitals will receive 162 million rubles from the reserve of the compulsory medical insurance fund.
