      On October 1, a Parliamentary Day of the Legislative Assembly of the Nizhny Novgorod Region was held at the Volzhsky State University of Water Transport (VSUWT). A round table dedicated to information systems as the basis of lean technologies took place at the university. Deputies of the Legislative Assembly, students and faculty of the university, representatives of the Public Council, the Corporate University of the Government of the Nizhny Novgorod Region, the Regional Competence Center, and members of the Youth Parliament participated.

      Participants of the round table discussed how modern IT solutions and lean manufacturing principles increase efficiency in government bodies, educational institutions, and enterprises. In his speech, VSUWT Vice-Rector for Research and Innovation Evgeny Burmistrov spoke about the university’s development trends as a competence center for river and sea transport, paying special attention to the university’s participation in the "Priority 2030" programs and the creation of a new scientific image for the university.

      One of the central topics of the meeting was the discussion of practical foundations for implementing lean technologies in the work of the Legislative Assembly of the Nizhny Novgorod Region. A report on this topic was delivered by Deputy of the Legislative Assembly and Head of the Parliament’s Office Maxim Rebrov.

      “For us it is important that lean management does not remain theory but yields real, tangible results. The experience of our parliament, which became the first government body in Russia to receive federal-level exemplary status, is the best proof of this. We are actively transferring this experience to universities so that students understand the value of process optimization from the start of their careers and can apply this knowledge in any industry — from lawmaking to shipbuilding,” emphasized Maxim Rebrov.

      University representatives gave detailed presentations about their projects. Thus, Head of the Research Department Sergey Gordleev demonstrated how VR simulators and river information systems improve personnel training for the fleet. Director of the Scientific and Technical Training Center "Mechanic" Andrey Kornev shared his experience of digitalization at the welding training site, which, he noted, is a key platform for training highly qualified specialists.

      The outcome of the session was an agreement to further develop cooperation between the Legislative Assembly and VSUWT, including organizing student internships, joint projects, and promoting lean technologies among youth. Participants agreed that the combination of academic knowledge, the practical experience of parliamentarians, and modern technologies creates a solid foundation for the future development of the Nizhny Novgorod Region.

      “All participants in the process must be interested in the effective implementation of lean technologies in universities. This is a strategic task on which the competitiveness of our graduates and, ultimately, the region’s economy depends. I am confident that the systematic work we are carrying out, including through such dialogue platforms, will help form a talent pool ready to work under conditions of digital transformation,” noted Chairman of the Legislative Assembly of the Nizhny Novgorod Region Evgeny Lyulin.
