An attempt to bribe a traffic police officer was foiled in the Lukoyanovsky District.
On September 18, 2025, the duty unit of the Lukoyanovsky Department of the Ministry of Internal Affairs of Russia (OMVD) received a report from a traffic police inspector about an attempt by the driver of a Shacman truck to induce corrupt actions.
While on duty at the 2nd kilometer of the Lukoyanov–Gagino highway, a traffic police crew stopped a Shacman truck driven by a 38-year-old citizen of a Central Asian republic. During the document check and vehicle inspection, the road patrol service inspector discovered that the vehicle lacked valid insurance, the driver had violated work-time regulations, and the stopped vehicle was defective.
The man was asked to follow the patrol car for the completion of the reports. Despite repeated warnings about criminal liability for attempting to give a bribe, the individual, trying to avoid responsibility, offered the inspector a bribe of 2,000 rubles, placing a banknote into the trip sheet. The policeman refused the illicit reward and immediately reported the incident to the duty unit.
Investigative authorities have opened a criminal case against the suspect under Part 3 of Article 30 and Part 1 of Article 291.2 of the Criminal Code of the Russian Federation (attempted petty bribery). The suspect has been placed under a written undertaking not to leave. Four administrative protocols were also drawn up against the man, including one for illegal employment by a person without Russian citizenship.
To prevent attempts to induce traffic police officers to commit corrupt acts, dashcams that record actions both outside and inside the cabin have been installed in patrol vehicles. When processing materials related to an offense, all administrative procedures are carried out by the police officer within the dashcam’s field of view.
In addition, traffic police officers serve wearing body cameras attached to their uniforms. Any attempt by a citizen to evade responsibility by offering a bribe to a traffic police inspector is recorded and subsequently serves as grounds for initiating a criminal case under Article 291 of the Criminal Code of the Russian Federation for giving a bribe to an official.
