Olga Guseva, Minister of International and Interregional Relations of the Nizhny Novgorod Region, presented the region’s achievements in the field of international cooperation with the member states of the Shanghai Cooperation Organization (SCO) at the First World Public Assembly “A New World of Conscious Unity” in Moscow. The head of the department spoke at the session “The Shanghai Cooperation Organization — a Space of Trust Between Peoples.”
“In developing international cooperation, we pay special attention to SCO countries. Over the past six years, the Nizhny Novgorod Region’s trade turnover with these countries has doubled and now accounts for almost 50% of the region’s total trade turnover. In 2023, to strengthen interaction, a Comprehensive Program for the Development of Cooperation with SCO Member States for 2023–2025 was approved, which includes more than 250 events in the fields of industry, agriculture, education, sports, tourism, healthcare and youth policy. However, over these three years we have held many more events — over 450 — which testifies to the interest in expanding mutually beneficial cooperation,” noted Olga Guseva.
According to the head of the department, special attention is paid to cooperation with China, which for many years has established itself as a reliable strategic partner of the region. China consistently ranks among the top three trading partners abroad. Over the past 15 years, trade turnover with China has increased 18-fold.
The minister emphasized that interaction with the People’s Republic of China is actively developing within the “Volga–Yangtze” format. At present, the Nizhny Novgorod Region has six partner regions in China: the provinces of Anhui, Sichuan, Hunan, Hubei, Jiangxi and the city of Chongqing. Fourteen twinning agreements have also been signed between municipalities of the region and Chinese cities, six of which were signed by Nizhny Novgorod. Successful joint projects include initiatives in the automotive industry, education and healthcare.
Olga Guseva also stressed the importance of relations with the Republic of Belarus, with which the region develops comprehensive cooperation covering a wide range of sectors: industry, agriculture, construction, education, IT and many other areas. In addition, Belarus consistently ranks among the top three trading partners of the Nizhny Novgorod Region.
The head of the department also paid attention to the partnership between the Nizhny Novgorod Region and Uzbekistan, with which interaction in the fields of science and education is rapidly developing. To date, there are 40 cooperation agreements between Nizhny Novgorod and Uzbek universities, and in the past academic year more than 2,000 citizens of Uzbekistan studied at 12 Nizhny Novgorod universities, which is almost 30% of the total number of all foreign students in the region.
Olga Guseva also noted the importance of interaction with the Republic of India, which consistently occupies high positions in terms of the volume of trade and economic operations with the Nizhny Novgorod Region. In addition, Nizhny Novgorod universities actively cooperate with Indian universities. Cultural events are regularly held in the region, such as Indian film festivals and Yoga Day celebrations.
“At present, we interact with 15 partner regions in SCO member countries: the Nizhny Novgorod Region has 6 partner regions in China, 4 in Uzbekistan and 5 in Belarus. We are focused on cooperation in areas such as industry, agriculture, education, sports and tourism. In addition, we organize business missions and hold joint conferences, festivals and exhibitions. These direct contacts at the regional level contribute not only to economic growth but also to strengthening cultural ties, which allows for the exchange of experience and brings peoples closer,” added Olga Guseva.
