      In the State Duma they proposed revising the approach to calculating pensions in order to more fairly account for citizens' labor contributions. Sergey Gavrilov, head of the Property Committee, suggested changing the pension calculation formula to include supplements for long service and additional coefficients for workers in socially significant professions. He also proposed restoring payments for qualifications and professional titles.

      Russia's modern pension system is based on the Soviet model but not fully adapted to market conditions. In the Soviet period, pensions depended on a share of earnings with limits, while in the post-Soviet era the system became more complex, including averaging indicators. Since 2010 a valorization mechanism has been introduced, but the transition to the points system has caused public dissatisfaction.

      Sergey Gavrilov noted problems with pensions for people with long service and qualifications that are comparable to those of people with low work tenure.

      Svetlana Bessarab, a member of the Labor Committee, told the TV channel "360" that qualification supplements are included in salaries and employers pay insurance contributions. She believes the problem is not the pension but the salary. The President issued a decree on minimum salaries for doctors and teachers, but in some regions they work on higher pay scales.

      Bessarab believes that increasing salaries will lead to higher pensions and supported the Accounts Chamber's proposal to increase individual pension coefficients for those who have worked 30 years or more. She also noted that a person has the right to additional preferences for long service, but this requires a more detailed solution.

      Recall that starting next year pension indexation in Russia will take place in two stages. From February 1 payments will be increased by last year's inflation rate, and from April 1 growth will depend on the revenues of the Social Fund of Russia.
