      A tourist tax will come into force in Arzamas on January 1, 2026. The decision was made by the deputies of the Arzamas City Duma. Payers of the tourist tax will be organizations and individuals providing accommodation services in hotels and other temporary lodging facilities. According to the Arzamas administration, the tax rate for 2026 is set at 1% of the cost of accommodation in a certified hotel, but not less than 100 rubles per day. An annual increase of the rate by 1% is provided until it reaches 4% by 2029. The Tax Code provides benefits for certain categories of citizens exempting them from the fee. Residents of Arzamas with local registration are exempt from paying the tax upon presentation of documents confirming their registration. The proceeds will go to the municipal budget: they are planned to be used for the development of Arzamas’s tourist infrastructure. According to the information, a similar tourist tax has already been introduced in Kstovo, Gorodets and Balakhna. Earlier it was reported that Nizhny Novgorod does not intend to introduce the tourist tax in 2025. Recall also that from January 1, 2025, the tourist tax began to be levied in Kazan and in most districts of Tatarstan. The amount will be included in the room rate and is 1% of the cost of accommodation in hotels — at least 100 rubles per day. A gradual increase is envisaged — up to 5% by 2029.
