On August 13, in the town of Zelva in the Grodno Region of the Republic of Belarus, as part of the IV Congress of Small Towns of the Grodno Region of the Republic of Belarus and the Nizhny Novgorod Region of the Russian Federation, a session of the "Interparliamentary and Interregional Interaction" section was held. Speaker of the Legislative Assembly of the Nizhny Novgorod Region Yevgeny Lyulin believes that the Congress of Small Towns and its sections are a powerful tool for producing concrete decisions on territorial development. He notes that the active work carried out during such events should not stop in the inter-congress period; this is a time for even more intensified and active cooperation.

The section was attended by the chairman of the Legislative Assembly of the Nizhny Novgorod Region’s committee on housing and communal services and the fuel and energy complex, Vladimir Bespalov, and the chairman of the Legislative Assembly’s committee on regional state authority, local self-government and regulations, Vladimir Pakov, as well as members of the Youth Parliament under the Legislative Assembly of the Nizhny Novgorod Region.

Participants of the section discussed a range of issues aimed at strengthening cooperation between the Nizhny Novgorod and Grodno regions. Key topics included the preservation of historical memory and patriotic education, and the role of regional universities as drivers of territorial development.

Special attention was paid to the role of local self-government bodies in implementing joint initiatives and exchanging best practices for working with the population. The meeting noted the need for financial support for interregional projects, especially youth projects aimed at the sustainable development of villages and small towns and at making life there more attractive.

"Productive interaction begins with clear legal foundations and coordinated work of authorities at all levels. Today's dialogue demonstrated great potential for harmonizing approaches in the field of local self-government and the regulation of civic initiatives," said Vladimir Pakov.

At the end of the section’s work, participants emphasized the high importance of interregional dialogue as an effective instrument for achieving common goals, and also noted the need to step up work between congresses, including developing cooperation programs for local self-government bodies.

"Effective interregional partnership, backed by support for local self-government and the activity of youth, is the formula for successful development of our regions. We will work actively to bring it to life," emphasized Vladimir Bespalov.

In addition, the section participants laid flowers at the Memorial Complex of Military Glory. The monument to fallen soldiers and partisans stands on a hill and is a sculptural composition titled "Mother," "Warrior," "Partisan."
