
A family from Nizhny Novgorod explained how they plan to use the new support measures.
Polina and Vitaly Reshetnikov from Nizhny Novgorod, who recently became parents for the second time, took advantage of the new regional measures to support families with children. On July 3, 2025, the couple’s son Artem was born. The family immediately applied for an electronic certificate “Gift for the Newborn” worth 20,000 rubles and placed their first order of children’s goods from Nizhny Novgorod manufacturers on a special showcase of the Ozon marketplace.
The Ministry of Social Policy of the Nizhny Novgorod Region reminded that holders of the electronic certificate “Gift for the Newborn” have access to about 300 different items of children’s goods from local manufacturers — from furniture to hygiene products.
“In our first order — a rattle toy, two packs of diapers, laundry gel and a bodysuit for the baby. We plan to make a few more orders and will buy hygiene products as needed,” said the Nizhny Novgorod resident.
In addition to the “Gift for the Newborn,” families of Nizhny Novgorod residents who have a child between July 1, 2025 and June 30, 2028 will have access to the Parent Basic Income (regional family capital) “Osnova.”
Thus, families in which the first or second child is born will be able to receive an additional payment on top of the federal maternity capital — the total amount of payments will exceed 1 million rubles. Families with a third or subsequent child will receive financial support exclusively from the regional budget.
Families with a second child, including the Reshetnikovs, can choose: to receive monthly payments of about 22,000 rubles for three years, or a targeted payment of 500,000 rubles plus monthly payments of 20,000 rubles for 15 months.
“My husband and I decided that it is more convenient for us to receive the regional family capital as monthly payments for three years. We plan to use the parental salary to pay off the car loan,” Polina Reshetnikova shared.
It should be recalled that the new regional support measures are part of the program to achieve demographic stability “OSNOVA — Nizhny Novgorod life project.” It was developed at the initiative of the Governor of the Nizhny Novgorod Region, Gleb Nikitin, as part of the regional Family Five-Year (the period from 2025 to 2030).
The most important conditions for receiving these support measures are: Russian citizenship of the payment recipient for at least three years, registration of the child’s birth with the civil registry offices of the Nizhny Novgorod Region, and residence in the region for the entire period of receiving payments. Detailed information on the new support measures can be found on the website of the region’s Ministry of Social Policy.
Support for motherhood and childhood is a key direction of the new national project “Family,” launched in the country in 2025 at the initiative of the President of Russia, Vladimir Putin. The new national project succeeds the previously operating national projects “Demography” and “Culture.” It envisages measures that promote the comprehensive development of families: expansion of support measures, creation of conditions for active longevity of the older generation, and ensuring high-quality and accessible medical care.

An unprecedented package of support measures, by decision of Governor Gleb Nikitin, was developed by the region’s executive authorities together with the ANO “Institute of Demographic Development” within the framework of the Family Five-Year in the Nizhny Novgorod Region.
The main financial support measure is designed for every family in which a child is born. In combination with the federal maternity capital, the total amount of payments per child will be 1 million rubles (after the birth/adoption of the third and subsequent child, the entire payment will be allocated from the regional budget). Parents are given a choice of the form of receiving the regional family capital, called Parent Basic Income “Osnova”:
– For the first child, the federal maternity capital payment is 690,000 rubles, and the regional family capital totaling 360,000 rubles will be issued as a parental salary of 10,000 rubles monthly for 3 years;
– For the second child, the federal maternity capital is 221,000 rubles, and the regional – totaling 800,000 rubles – can be chosen in two formats: either a one-time payment of 500,000 rubles and a parental salary of 20,000 rubles for 15 months, or only as a parental salary of 22,000 rubles monthly for three years;
– For the third child, a payment of 1 million rubles is provided exclusively from the regional budget; parents can choose: a one-time payment of 700,000 rubles and a parental salary of 30,000 rubles for 10 months, or only a parental salary of 30,000 rubles monthly for three years;
– For the fourth and subsequent children (the payment is also provided entirely from the regional budget) parents can choose either a one-time full payment of 1 million rubles or a parental salary of 30,000 rubles monthly for three years.
Parents may spend the monthly parental salary payments for any purposes. If parents choose the targeted payment, it can be spent on:
– payment of the down payment and/or full (partial) repayment of a mortgage for the purchase of housing in an apartment building located in the Nizhny Novgorod Region; or the purchase of an individual residential house (or part thereof) located in the Nizhny Novgorod Region, and the land plot (or part thereof) on which it is located;
– gasification of housing located in the Nizhny Novgorod Region;
– the child’s vocational secondary and higher education in educational organizations located in the Nizhny Novgorod Region;
– the purchase of residential premises in an apartment building located in the Nizhny Novgorod Region;
– the purchase of an individual residential house (or part thereof) located in the Nizhny Novgorod Region, and the land plot (or part thereof) on which it is located;
– completion of construction of an individual housing construction object located in the Nizhny Novgorod Region;
– participation in shared construction of an apartment building located in the Nizhny Novgorod Region;
– purchase of a new passenger car, bus/minibus manufactured not earlier than the year preceding the year of sale.
The support measure is provided regardless of income level, but one must have Russian citizenship for at least three years, live in the Nizhny Novgorod Region (with permanent or temporary registration), and the child’s birth must be registered with the civil registry offices of the Nizhny Novgorod Region.
At the same time, from July 1 parents will receive the “Gift for the Newborn” from the governor — an electronic certificate worth 20,000 rubles, which can be redeemed in a special section of the Ozon marketplace. This certificate will allow purchasing necessary items for the baby from Nizhny Novgorod manufacturers. Currently about 300 items are available.
To receive the new support measures (regional family capital and the electronic certificate “Gift for the Newborn”) you must submit an application on the “Gosuslugi of the Nizhny Novgorod Region” portal or in person at the social protection office at your place of residence.
