In the first half of 2025, the number of children placed in social institutions in Nizhny Novgorod Oblast decreased by a quarter.

      The number of children living in social institutions in the Nizhny Novgorod region is being steadily reduced. If in the first half of last year 1,226 minors were sent for the first time to children's homes, shelters and baby homes in the region, then in the same period this year that number has already fallen by a quarter — to 909 people. This was reported by the Minister of Social Policy of the Nizhny Novgorod Region, Igor Sedykh.

      “We are restructuring the work of social sector institutions in such a way as to move as far as possible away from the practice of placing a child in an inpatient facility. Our specialists provide comprehensive support to families in difficult life situations and are developing support clubs. Together with non-profit organizations we provide targeted assistance to families. This approach allows us to help without separating parents from their children. This is one of the priority areas of our work within the regional Five-Year Family initiative announced by the head of the region, Gleb Nikitin,” explained Igor Sedykh.

      The ministry reminded that in March 2024 the Nizhny Novgorod region began implementing the “Unified Model of Assistance to Children” concept. Its main goal is to reduce the number of children in orphanage institutions of social protection fourfold over five years, and to increase the number of well-functioning families in the region by providing comprehensive assistance to families in crisis situations. To achieve these goals and coordinate all changes, the regional resource center “Children in the Family” was created. The organization trains employees of social institutions, provides them with methodological assistance, builds a system for accompanying families, develops the institution of foster families in the region, and much more.

      According to the head of the “Children in the Family” resource center, Svetlana Meller, more than 2,500 employees of the region’s social orphanhood prevention system have already taken part in training events in 2024–2025. Of these, 163 specialists were trained to work with families using case management technology, and 324 heads of social institutions took part in internship visits. Raising specialists’ competencies is the foundation for changing their approach to working with each family.

      “Thanks to the joint work of staff of social institutions and specialists of the ‘Children in the Family’ resource center, in 2025 ninety-five families received targeted assistance totaling more than 2.5 million rubles. The funds were mainly used to pay for temporary housing for families, purchase food, buy computer and household appliances, and pay for repair services. By the end of the year at least another 200 Nizhny Novgorod families will receive such assistance totaling more than 6 million rubles,” said Svetlana Meller.

      The head of the organization recalled that this year the “Mobile Teams” project was launched in five municipalities of the region — multidisciplinary teams of specialists were formed to help families living in remote areas by traveling to villages and hamlets. Since the beginning of the year the mobile teams have already made more than 150 trips, and the project has covered more than 480 families.

      In addition, 14 “Sustainable Family” clubs have been set up on the basis of social sector institutions, and within the framework of the “Prevention of Social Orphanhood Among Children Under 4” project, 38 leaders from 20 institutions have been prepared to run club sessions. Another six such groups are due to open by the end of 2025. Mediation services, social warehouses and parent support communities are also being created in the region.

      It should be recalled that the “Unified Model of Assistance to Children” concept was developed by the region’s Ministry of Social Policy together with the People's Front project “Region of Care.” The concept is a continuation of the “Prevention of Social Orphanhood Among Children Under 4” project, initiated by the Presidential Commissioner for Children’s Rights, Maria Lvova-Belova.

      Support for families with children is a separate direction of work within the new national project “Family.” It began in the country in 2025 at the instruction of the President of Russia, Vladimir Putin. The new national project succeeds the previously implemented national projects “Demography” and “Culture” and envisages measures to promote the comprehensive development of families: expanding support measures, creating conditions for active longevity of the older generation, and ensuring quality and accessible medical care.
