In Nizhny Novgorod Oblast it was proposed to increase fines for overloaded lorries driving on the HPP dam fourfold. The governor, Gleb Nikitin, submitted the corresponding draft federal law for consideration by the regional Legislative Assembly.
At present, the Code of Administrative Offences fixes a fine of 5,000 rubles for the first offence and 10,000 rubles for subsequent ones. The bill proposes raising administrative penalties to 20,000 and 40,000 rubles respectively.
As explained by the regional government, one of the main causes of road damage on dams and hydroelectric plant embankments is the movement of trucks exceeding the permissible weight. These structures were built in the Soviet era and therefore were not designed for heavy loads. In particular, despite prohibitory signs, heavy goods vehicle drivers continue to drive along the dam of the Nizhny Novgorod HPP, which was constructed between 1948 and 1962. It is expected that the increased fines will reduce the number of violations by drivers.
