Since the beginning of 2024, more than 180 digital "life situations" services have been implemented in the Russian regions. They are available on the Unified State Services Portal and regional platforms and allow citizens and businesses to promptly resolve important issues in specific life circumstances.
The new services cover a wide range of topics, from social support to entrepreneurship development. In Krasnoyarsk Krai, for example, there is a service that helps tourism industry representatives apply for support measures. In St. Petersburg, citizens can find out whether the property they are buying is classified as cultural heritage and can also obtain permission to carry out repairs in such buildings.
According to Deputy Chairman of the Government of the Russian Federation and Head of the Government Office Dmitry Grigorenko, regional "life situations" make receiving services more convenient and better aligned with people's real needs, and the service will become even more user-friendly and accessible:
"Regional 'life situations' services allow important issues to be resolved quickly and comfortably, regardless of place of residence. They provide a high quality of service comparable to the federal level, while taking into account the characteristics and needs of a particular region," he said.
In Sverdlovsk Oblast, the service can be used to obtain information and prepare documents for caring for a seriously ill relative. In the Yamalo-Nenets Autonomous Okrug, elderly people sign up through the service for free classes in painting, therapeutic swimming, Nordic walking and other activities under the "Yamal Longevity" program.
In Penza Oblast, a "life situation" helps hunters obtain the necessary permits and licenses, and also provides reference information on hunting seasons and permitted species of game.
In the Republic of Komi, a service has been developed for veterinary professionals: it allows them to obtain a registration certificate, start a private practice and find out how to open a veterinary clinic.
These digital solutions significantly reduce the time required to receive services, the number of documents required and visits to government agencies. On average, service times have decreased by 42% — from 57 to 33 days, the number of documents by 40%, and the number of visits by 67%.
By the end of 2025, another 245 regional services are planned to be launched. Thus, the total number of "life situations" across the country will reach 425. This will be an important step toward creating a convenient and client-oriented system of public services in every constituent entity of the Russian Federation.
